Hello, is it possible to use AP-650 (4610-EU P/N:15727) as a standalone access point?

No, this AP requires adoption to a controller to function.

Only 4 digit ap's like 6521,7522.. Can be virtual controller, ap650 not

All three digit WiNG 5 APs (AP621/AP622/AP650) require a WLC (Wireless Lan Controller).

The AP650 is a dependant AP which will not operate if not adopted by a controller.
