AP in different vlan not registering

We have 820 access points (3805i) , and 2 identifi controllers.
Controllers and access points are in single vlan (vlan30)..

We recently added 20 more ap's of same model,but this time ap's are in different vlan (vlan31), we configured option 43 also and defined controller ip's in dhcp scopes.

Now the issue is 20 ap's are getting ip address , we can see them on dhcp server. But they are not showing up in controller....what could be the issue....

1st controller IP is , with AP registration enabled.
2nd controller IP is with AP registration enabled.

Option 78.

its working after adding 78 option, how to add 2 controller ip address.....can i add 2 ip addresses. will it be helpful when one of the controller fails....

If the above example is working just replace the first field 1 to a 2.
This indicates that 2 IP addresses are included in the information.
