In a WM3000 cluster the licenses are pooled and shared between both devices. But any of the members of the HA pair can only adopt APs up to its maximum individual limit.
Suppose you have a pair of WM3400, each with a 16 AP license. The HA pair will be able to manage 32 APs. If one of the WM3400 fails, the surviving WM3400 will be able to handle the 32 APs because that number is smaller than its individual limit of 36 APs.
Now, if each controller has a 30 AP license, the HA pair will be able to manage 60 APs. But if one of the WM3400 fails, the surviving WM3400 will be able to handle only 36 APs because that is its individual maximum.
