G-Series SNTP Does Not Function Without a Configured Host IP Address

G-Series, firmware and lower 

Configured Simple Network Time Protocol ('set sntp...').
Did not configure a host IP address ('set ip address...'). 

SNTP is not functioning. 

With earlier firmware; SNTP operation requires the presence of a host IP address, and setting up a routed interface is not a functional substitute. 

Upgrade to firmware or higher, and then specify the existing router loopback address or an existing local routed interface as the "SNTP interface" (i.e. 'set sntp interface {loopback loop-ID | vlan vlan-ID}'). 

Pre-upgrade workaround:
Best practice calls for building a management VLAN and configuring a host IP address that corresponds to that VLAN (5573).
