In Netsight Console go to > Tools > Authorization/Device Access > Add Group
Here you 'd setup which Capabilities a client could access.

Just add the OneView portion of the application selection (click on Help to get more information about every function).

Last step is to create a new user and put the account in the new group.

Thank you for your reply.  I created a group and called it "Read Only" and set the client access capabilities there.  I then created a user called "reports" and added it to the "Read Only" group.  However, there was no place to key a password for the "reports" user.  I have tried logging into OneView using the username "reports" with no password, but that did not work.

So I assume that your user authentication in >  > Tools > Authorization/Device Access is set to Default (OS Authentication).
That would mean that you also need to create the user in Linux shell.

ssh to the Netsight machine and do...

useradd reports
passwd "yourpassword"

Now you've created the user reports with a password and you should be able to login.
