How can I view the number of packets siting in a queue waiting to be transmitted ?
How can I view amount of buffer currently being utilized by a certain queue out of total buffer pool ?

There is no way to see how many packets are in the buffer.
You can see dropped packets with show port congestion and the buffer allocation with show port <port> buffer.
This article might be helpfull.

You can see coming and outgoing packets in each port, in each QoS profile:
#show ports ... qosmonitor
