poe legacy mode power fault

Hi all,
Is legacy mode same as passive poe?
When I connect a mikrotik or tplink AP, I always get power fault and the device doesn't power on.
please help

Legacy is pre-standard 802.3af PoE, whereas passive PoE (that cheap APs use) is not compatible at all with 802.3af.

ah ok thanks, I bought a new Mikrotik and they said it is 802.3at standard but it is not powering up, Opened a support with mikrotik, they advised to remove a capacitor from their board but didn't fix the problem. they said that some switches may not be compatible although they tested the board and it is poe compliant.
The mikrotik model is SXT 5 ac and needs mode B. Does the x440 doesn't support mode b?
