My previous post: https://community.extremenetworks.com/extreme/topics/routing-video-multicasts-between-vlans

MVR seemed to do the trick, however we block PIM requests from our member companies. And I haven't found a way to easily manage this downstream. We are entirely layer 2 from encoder until we provision through our dmarc to the customer managed PIM.

What I am looking for in the simplest terms:
Multicast 224.0.104.120 on vlan442 in our internal network needs to be routed to vlan610 so that I may control it via 'conf igmp snooping vlan610 <port> add static group 224.0.104.120' on any downstream switch.

Justin,

I know this was given to you before but i believe this is what your looking for.  I also added a mvr address range that should work for you

https://gtacknowledge.extremenetworks.com/articles/How_To/How-to-configure-Static-MVR-regardless-of-...

This “mvr_address_range” should work for you :

entry mvr_adress_range {
 if match any{
    nlri 224.0.104.120/29 ;
    nlri 224.0.104.128/31 ;
 } then {
    permit;
 }
}
