Unable to create Guest Portal on EWC running v9.12.02.0006

I'm having trouble when I am configuring Guest Portal on V2110 running 09.12.02.0006.
When I try to enable WLAN Services on Guest Portal, it is shown the message "Captive Portal requires L3 presence. WLAN Service is disable."

I configured the interface L3 in the  topology to the Guest Portal. 

Does anyone have any idea what might be missing in the configuration of Guest Portal?

I think this is bug because I saw this same issue in another version.

Hello Edson, 

You are seeing this message because the Non-Auth Role(Policy) for the Guest Portal is set to "Allow" or "Deny".  If you change the Non-Auth Role to be "Contain to VLAN", and set this VLAN to the Guest Portal topology, it should resolve this issue.

I done like you suggested and this resolved the issue. The question is: Why I have to configure "Contain to Vlan" wherein I can bind WLAN with Topology and bind VNS with WLAN?

But that was fixed in v8.32.07 - was it not ported to v9.12 ?
