Solution
With any SecureStack firmware version, it is possible to view the general CPU Utilization:
 C2(rw)->show system utilization cpu
Total CPU Utilization:

With C3 f/w 1.01.01.0047 through 1.02.06.0004, C2 f/w 5.01.01.0047+, B3 f/w 1.01.01.0047 through 1.02.06.0004, and B2 f/w 4.01.01.0047+; each point represents a full percentage point, so that values 0-100 are equivalent to percentages 0-100. Note that this is not in accordance with the MIB definition. 

With C3 f/w 6.03.00.0022+ and B3 f/w 6.03.00.0022+; any displayed percentages are based on a MIB description of "SYNTAX Integer ( 0..1000 )". Each point thus represents a tenth of a percent, so that values 0-1000 are equivalent to percentages 0-100.
