There is no way to determine link speed by the LED on the front panel of an EXOS switch. The only think you can tell is if the port is delivering power via PoE, in which case, the LED will be amber instead of green.

The LED blinking has nothing to do with the speed. The only think I can say is that when there is more traffics passing through the port, it blink faster. In idle time, when the end device goes to sleep mode, the LED blinks slowly.
And as Rodrigo mentioned, the LED is amber when the port supply power (PoE), and green when no PoE.
By also watching the behavior of the LED you can also figure out if a port or a connection as an issue.
