Solution
By default, a Serial CLI session will receive console messages but a Telnet/SSH session will not.

To activate the ability for Telnet/SSH sessions to receive console messages, use the command
DFE(rw)->set logging here enable
Opened (58) at index 5
DFE(rw)->[/code]
To re-establish the default condition, use the command
DFE(rw)->set logging here disable
Closed (58) at index 5

The severity level of messages displayed during a Serial/Telnet/SSH session defaults to 8, but may be controlled via the 'set logging local ' command.
