I can't set up manually WIFI1 power on Aerohive NG

Currently I have 6 AP 230 connected to a switch 2224, I generated a template to manually modify the power of the Wi-Fi1 at 15dbm or more, but when I make the update to the AP's the power of WIFI1 is always at 10dbm, what can it be?

Also I try to modify directly on the AP not on the template and the same thing happens.

My AP's are in 10.0r7a version

Are the APs on the UNII-3 channels 149-165? If so there's a limit of 10dBm on this band
