That message indicates that the device does not have a configuration on it yet, that is it using default settings and needs a configuration update before it will broadcast your network. When you say it keeps happening, do you mean to devices that you've already configured?

We saw in the show log flash that the reset button was being pushed periodically. Since no one was pushing it we concluded it is a hardware failure and did an RMA replacement.
