But this is for the on-prem HiveManager, isn't it? Is there a way to see the changes done on the HiveManager cloud? There seems to be new release every other week. Are those changes visible for the wider audience?

I don't believe this is for on-prem, which is updated far less frequently than cloud. Here are the general documentation and release notes links:
