No answer , however I have the same issue where the Guest Management Role admin can only see Users that were created by the Guest Management Role administrator. Any Users created by other admin roles (Operator, API etc) cannot be viewed by the GM Role. This includes any Users created by the Self-Registration User CWP are also unable to be seen by the Guest Management Role, (but can be seen by Operator roles).

A customer had to opt out of using CWP Self-Reg because the Guest Mgr role admin was not able to see these Users name to remove them when required.
