I have a case where access points in a building across town are trying to communicate with access points in another building for cooperative control but the 2 buildings do not have connectivity between them. Would that be a problem?

What the guidance for when to create new Hives and segment access points into them?

A new Hive would be recommended when you want to completely separate different networks, from the admin background settings on through to client connections. This is a pretty rare use case, in general it's easier to manage and troubleshoot if all network policies and APs are part of the same Hive object.

It won't be a problem so much as they just won't be able to communicate and that traffic will drop. At most, there might be some alarms in your logs, but it won't hurt the APs or the wireless performance.
