For reference, I removed the device from hive manager and then re-enrolled it. I connected a console cable and found that the update seemed to have completed OK. So I reset the configuration and rebooted but now it's stuck in a reboot cycle Red light - White light - Reg Light again. While the white light is on I run a "Show capwap client" and can see that it has an IP address and has the server's IP address.
