Yes, you'd want to set this in Configure> Open the network policy> Open the SSID> Edit the User Profile in the SSID> Go to the QoS section within the user profile. Something to keep in mind is that this will only apply when there is contention for the network between multiple clients.

If you really want a fixed data limit (e.g. 100G total vs the QOS controls Sam mentions) it would be a terrible user (and IT helpdesk!) experience since there's no way to explain to the user why they are connected but can't reach anything or to warn them they are about to reach the limit. Carriers handle this by texting /emailing you warnings, etc.

If I want to authenticate users from AD and want to "limit data usage" as well, can we do that from Aerohive NG ?

Yes, you would want to set up a Radius SSID tied to an external user database (your AD), and then manage the QoS Settings in the user profile of that SSID. Thank you. So I believe, I can use username and password in AD for authenticate. Can we have limit to wired users as well using Dell N series switches ?

I'm sorry, are you asking if you can limit the number of users connected to the switch, or if you can control their data limits as well via the switch?
