summit200-48 only 24 port can get ip, what is problem?

i have summit200-48 port,
i configured and it seems that every thing is okay,
but only users on ports 1-24 can get ip , but othe ports cannot.

Extremeware Version 7.1e.2 (Build 1)

This is a very old switch, running a version that is not the latest, I would suggest to upgrade to the latest possible ExtremeWare version (7.8.x) and see how it behaves then. The config looks good, I see no problems there.
