I am going through this right now, licensing is really screwed up. What worked was removing site engine from XIQ and adding it back. Scary but it fixed things and devices are gone.

We currently have 16 devices in our ExtremeCloud IQ Connect portal. The limit is 10 devices. We've decommissioned 6 devices to get us down to the 10 devices, but I am unable to unmanage/remove those 6 devices as it's stating a licensing issue with us being over the 10.

Is there a way to fully remove these 6 devices from our account?

You should be able to unmanage the devices to get rid of that problem. Since it's not letting you, I'd advice opening a GTAC case so our engineers can a) release the extraneous devices for you and b) figure out why you weren't able to unmanage them in the first place.
