XiQ-SE Policy ipaddress and port

Hello, is it possible to create a service ( policy )
that simultaneously blocks access to an ip on a specific port
while allowing access to the same ip on other ports?
For example, can I create a service to my server 192.168.0.1:3389 and permit access to 192.168.0.1:443
