S4 will not forward traffic to interface , Interface ARP not Changing

Dear All,

I have an extreme S4 with an interface configured for internet connected to a firewall.

This firewall recently developed issues and had to be replaced, I configured the new firewall with the same identical configs of the existing one. When i plug the new firewall into the interface,

A trace of traffic from the LAN to the internet does not exit the S4 , infact it doesnt get to the internet interface. it drops after the Source IP Subnet Gateway.
From the S4, I am unable to ping the firewall.
from the new firewall, I am able to ping backwards to the S4 internet interface IP

However, when i plug back the old firewall ( with the same config) everything works as traffic from the lan begins to exit and pings go through back and forth.

i checked the arp entry for the interface and realized that it still keeps the mac of the old firewall , even when the new fw is plugged in for well over 15 minutes. I rebooted the chassis and the arp entry remains the same
