Summit X650-24x 10g optical connection not active

Hi Experts:

The 10g optical link from our device to port 1 and 2 are not active. We have done the self loop test on both our device and the switch, the lights are all on. But when connect our device to the switch, the lights is off, and the "show ports" command show the link is not active.
However another device of ours can connect to the switch normally as you can see from the picture, they use ports 3 and 4.

The optica1 module we use is 10GBASE-LR SFP+, we have created vlan, and put the ports in the vlan, the two ports 1,2 are untagged, the ports 3,4 are tagged, what else do we have to configure to make the link active? Thanks in advance!

create vlan "VLAN_0351"
configure vlan VLAN_0351 tag 351
create vlan "VLAN_0352"
configure vlan VLAN_0352 tag 352

configure vlan VLAN_0351 add ports 3 tagged
configure vlan VLAN_0351 add ports 1 untagged
configure vlan VLAN_0352 add ports 4 tagged
configure vlan VLAN_0352 add ports 2 untagged

by the way, when connect the device to another switch of other company, the connection is active, so I wonder do I miss some configs?
