Unable to connect with usb to serial adapter to newly purchased Extreme 4950 and 3600 series switch

I cannot connect to my extreme 4950 or 3624 ERs switches with my windows 10 1903 build laptop. I have no issues connecting to any of my older switches 4850s or 5000 series. I have tried multiple laptops with no luck. Im using a startech FTDI RS232 usb to serial adapter. I can connect with workstation that is running the same version of windows 10. But am unable to connect with windows 10 laptops.

I have been banging my head on this for a few days and still nothing but a headache.

I have updated to the latest drivers for the adapter and the laptop.

Any ideas would be great.
