All nodes and associations are fluctuating very frequently

we have different nodes connected in different vlans, the image in use is 15.1.3.4

I would check for a physical loop with ELRP on all vlans.

Yes, although part of it something in the network forwarding the general query with the original mac address as source which is something that normally does not happen.

use elrp one shot to test for a loop on other VLANS. Unless you only have 2 VLANS.
