I would confirm what code versions you working with. There was no v8.10 for the VSP8600. Right now its at 8.1.X.

But I think I know your issue.

The VSP8600 operates a different VOSS code stream than the other VSP/VOSS/FabricEngine switches. VSP4K, VSP7K, VSP8200/8400.

And the VSP8600 code does not have feature parity with the VOSS/FabricEngine code.

The VSP8600 does not support Segmented Management. The Segmented Management feature is only available in VOSS/FabricEngine 8.2 and above.

To manage your VSP8600 you only need to IP reachability to any IP interface in the GRT. So that would be any CLIP or In-band IP.

If you can ping an IP interface just make sure your boot flags didn't change.

conf t

Boot config Flag ? Then make sure all your ssh, snmp and https is turned on.

We recently installed some VSP8600 in version 8.10.0.0, however we are not able to manage the SW via SNMP or SSH, the workaround of the "MGMT-CLIP" that we have used in 7400 does not work, any advice?
