I would take a trace at the AP and look at the data when the failover is triggered. We also have 2 - Windows 2012 R2 Domain Controllers with DHCP Server configured on both in DHCP Failover - Hot Standby Mode. When I test the DHCP failover, the PC's on the network failover just fine but anything connected via the wireless does not failover. Any idea's?
