AP static IP issue

Hi, all!

C35 controller - FortiGate -- FortiGate - AP3805
When AP receive IP from DHCP all working fine.
When configure static IP for AP, AP trying to build tunnel to controller and there is issues (couldn't build tunnel because FortiGates have IPSec tunnel too on ports 4500)

In advanced tab Secure Tunnel is Disabled.

Any ideas?
Is it issue/bug or normal behavior (why so)?

IMHO it should work - reduce the MTU in the static IP settings to 1300 and try again.

But question is - why with static IP configuration AP still trying to build tunnel, with Secure Tunnel disabled.
(With DHCP - not)

What does it mean line in AP config?
AP TunnelMode 1

How is change this parameter to 0?
