The Express version AP (7522E) cannot be converted to full version.

No license will be required, but this feature will not be available until WiNG v5.9.2, which should be available by end of April 2018.

Have not heard of v5.9.3, as of yet. As previously stated, next WiNG 5 release is v5.9.2 (April 2018) and it will have the feature to convert AP7522 Express to Enterprise AP7522.
