I asked the same question last year and here is the reply:

https://extremeportal.force.com/ExtrArticleDetail?an=000098901&q=AP510E%20power

Set your 2.4G WiFi channel to 6, and your 5G channel to upper ones on or above 149 -- you should get the highest possible conducted power ratings within AP510E's capability for your RF-Region (Malaysia?)

If you really want to max the conducted power ratings -- set your RF region as Costa Rica. Note that doing so may cause your AP510E to output excessive RF energy for your region, you may violate local laws / regulations by doing so, and can be arrested / fined (Know your risks, please).

I am configuring my AP510e with a ml-2452-apa2-02 antenna. I have set the transmission power to be the highest but for some reason, I can't get past 15dbm on 2.4ghz and 18 dbm on 5ghz.

Let's use 2.4ghz as an example.

From 'show wireless regulatory device-type ap510e my ml-2452-apa2-02', I know that the maximum regulatory power is 27dbm. And from other post i know that the maximum regulatory power is calculated using the following formula.

Max regulatory power = MIMO Gain + Conducted Power

With this formula, let's put in my current number.

6 (4x4 MIMO gain) + 15 (Conducted Power) = 21dbm

This is short of 6dbm from the maximum regulatory power. If my calculation is wrong, please let me know.
