K-Series Line Card fails to Initialize

Changes
The system is attempting to initialize all line cards, during system boot.

Symptoms
A line card is failing boot initialization.
The system tries to initialize the line card four times before finally leaving it shut down.

The sample diagnostic log sequence ('show support') below outlines four initialization attempts for a line card which in this case ultimately all fail due to an inability of the card to Phase Lock Loop (PLL). In "initialization failure" scenarios the failure reason will vary but the log messages document the failure reason, then up to three restart sequences.
