To access PartnerEngage via extremenetworks.com:

Navigate to the top right corner of extremenetworks.com to find ‘Log In’
In the drop down, click on PartnerEngage
You will be prompted to log in
Once access is granted to PartnerEngage homepage, scroll down to “Find Content”, click on “Price Lists”
From the Price List, the ECCN numbers can be found on the 'WW Reference Info' spreadsheet and the 'Trade Matrix' tab.
