IGMP Querier on VDX 6740 configuration

I am NOT using the VDX 6740 as a SVI switch.   I have enabled IGMP Snooping on all the vlan that need it, as well as enabling IGMP Querier.  My question is since it is not a SVI switch, do I have to create Ve interface with an IP for each of the Vlan...

QoS/PFC Traffic Class 3 and Traffic Class 7
