hi, I am noob on the block.

please, how can I download the "Last Supported EXOS Software Version" (maybe 16.x) for product [480-24x(10G4X)]... considering that at site [ https://extremeportal.force.com/ExtrDownloadLanding ] I got the message: "You do not have the level of access necessary to perform the operation you requested. Please contact the owner of the record or your administrator if access is necessary.".

You may not have an active support contract with the correct permissions to download the firmware.

If you do have a current entitlement, then I suggest to open a GTAC case, so the permissions in the portal can be looked at.
