That is very odd behavior, we'd likely need to open a technical case for this and collect data such as a packet capture so we can take a closer look at what is going on with the DHCP process. The only thing I can think of right off the bat is to make sure the static IP setting is done through the GUI and not just the CLI, as CLI configuration gets overwritten when the AP reboots.
