If you really want a fixed data limit (e.g. 100G total vs the QOS controls Sam mentions) it would be a terrible user (and IT helpdesk!) experience since there's no way to explain to the user why they are connected but can't reach anything or to warn them they are about to reach the limit. Carriers handle this by texting /emailing you warnings, etc.

Yes, you'd want to set this in Configure> Open the network policy> Open the SSID> Edit the User Profile in the SSID> Go to the QoS section within the user profile. Something to keep in mind is that this will only apply when there is contention for the network between multiple clients.
