I contacted the person who had the problem, and commented that an account had been created, even though that account was not associated with the HiveManager (Cloud) and the system told me that the created account already had a user, but anyway What I did was create an external user.

If they are an existing user (such as a user in another HiveManager), then they already have an account. Therefore you'll have to add them in as external admin (presuming this is HiveManager NG).
Adding them in as a new admin account is for completely new users to the system.
