I have a AP230 that is on 6.4r1e. It won't allow me update to a later version. Is there a gatekeeper HiveOS I need to do first?

By force ably deleting the "S" in https I was able to connect via the web ui. Its always the simple things...

Sam,
I am unable to log into the web ui. Im getting ERR_SSL_VERSION_OR_CIPHER_MISMATCH Error. Besides setting up a TFTP server do you have any ideas to access the UI. Ive made numerous changes to the web browsers to try to get around it but no dice.

You should be able to jump to any version after 6.2r1. However if you're using HiveManager (rather than Classic) to update, it won't be able to use or manage any devices that are under 6.5r3. I would recommend attempting to upgrade the firmware via the Web UI to see if this is an issue with the GUI or the AP.
