I would like to find out more about Domain Manager and how to configure it. We have different SSIDs and tenants so we want to create a different domain manager so that the other tenant can manage their own SSIDs, policy..etc.

No extra license is needed, but it is a one-way change so there is no way to change an HHM HiveManager back to a non-HHM instance.
It will enable HHM for all existing users. You can open their account settings and either assign them to one Organization in particular or give them access to all Organizations.

Is a HHM license needed for this and if I enable under my profile (I"m administrator), will this enable globally on everyone's profile (all administrators)?

We have HHM, which allows you to split one HiveManager in to multiple organizations. Within the organizations you can make admins that can only see their own organization and not the others that exist, while you are still able to manage all organizations. Is that what you were looking for?
