Ok. I have APs with background scans set for every 10 minutes, they've been up for 22hr. I'm seeing over 1400 requested scans with over 1000 successful.

Any ideas how to interpret this?

That counter will reset to 0 when the AP reboots. The number of background scans represented would be from when the AP rebooted last, so the total up-time of the AP.
