Configuring NetLogin without RADIUS

Is there a way to configure my X440 and X460 stack modules to manage from a web interface without having to use a RADIUS server? Just looking for a quick and dirty way... I'm OK with it being open on all the ports, as well as VLANS.... just want easier access is all.
