Unable to upload policy to stack in Extreme Platform One

I am attempting to upload a policy to a stack in Extreme Platform One. 

I preconfigured the stack through CLI beforehand using Easy Stacking. The stack comes up in EP1 under network devices. 

However, when I go to upload the policy under network policies it will not let me select the template or create a cloud config group, even if I clone the policy. 

Is the process for adding a stack different in EP1. Should I have configured the stack before adding it to EP1?
