What is the "undercurrent fault" mean in x440-08p?

Hi~

I have a question about using x440-08p.

x440-08p stops powering when I try to connect with POE+ module. 

And I could see Port status is “undercurrent fault” in serial port information.

Does “x440-08p” have the under current limit right after powering to POE module?

I think POE+ module consumes little amount of current before POE+ module wake up, So x440 stops powering to POE+ module. Can I adjust the limit?

Or there are another problem for connecting POE+?

I attached some graph below when POE negotiations.
