Is it possible to use 802.1x authentication and also have a splash page once the users log in? We have 802.1x auth working just fine, however our client wants a users to click 'I Agree' on a splash page on their first login.

You can do it with Extreme Access Control (NAC).

The only way I can see this working is to use our internal captive portal that authenticates against radius and add some verbiage to the page they see.

It is possible, you can reconfigure this network to be a captive portal which can be hosted on the controller or on a device like a NAC.
