Adding new APs, and they are showing up as "Inactive"

I'm installing new APs, and I can approve the APs, but they are showing up as "Inactive". They have a 00.00.00.00 addresses. I have tried rebooting, pending, moving to a different data drop, but I still can't get the APs to come up.

The issue is now resolved. When APs are using DNS discovery method for controllers there should be two DNS records pointing to both controllers in a High Availability Pair:

i had this issue...it was resolved by approving the AP and turning ON both radios, they were admin'd down for some reason
