The datasheet for the C5210 states that the number of simultaneous users supported on is 8000 and 16000 in HA mode.
Does this limitation only apply to Bridge@HWC or does this apply to all users including Bridge@AP?
What happens to user number 8001 (or in HA mode 16001)?

It's all users, the 8001 client would not be able to access the system. The system logging will also let you know.
Example: Maximum number of home sessions has been reached. No more home users will be permitted.
