Cost effective outdoor solution

Hi,
I know we can not use outdoor antennas with indoor APs like 3805e because of certification and legal issues. But it seems Extreme Networks has no cost effective solutions for outdoor coverage.
The problem is AP3865e is beefy and designed for high-density deployments. But is is way too expensive to cover all university campus with this model if there is no need for high-density. We need to cover large areas but there will not be high usage, 10-15 clients per AP maybe at peak times and most of the times APs will sit idle.
So we cant use 3805e in a IP66 box with outdoor antennas. But how should we solve this problem? There are other cost effective outdoor products but we don't want to use 3rd party APs at all.
Any suggestion on this?
