How to assign AP's to client balance as well as to band steer

I am trying to add 3 AP's to load balance as well as to do bandsteering, but i can add AP's to either load balance or to band steer , but not able to do both......

OK.... the reason why I thought of this is I am seeing roamed as "NO" for all users in active clients list.....even after enabling mobility... any other alternative?
