Hello Tom,
the APs are cloud APs, so first the question, do you have a cloud account and set up the APs there accordingly?
Only then can the APs work. You should do that first.
Here is a link that describes the LEDs. But as written, first connect to the cloud and then check the status of the LEDs.

1. AP110 and AP120 Dark: There is no power or the status indicator is disabled. Blue (steady): The device is booting up or there is no backhaul link; (flashing) the device is shutting down.
